I need to know how to make a 96eclipse gst run 13.00's if you know how please reply

First things first, go with:
Intake, that includes at least and cone type air filter, or you could go with a system that includes the intake pipe on our 2g's we also need to replace the upper intercooler pipe and BOV with new ones that flow better and do not leak under boost
Exhaust, at least cat-back, you will eventually need a downpipe, and high flow cat/test pipe
Boost controller, either manual or electronic, you need someway to turn up the boost
Fuel pump, either higher flow pump or rewire the stocker
Injectors, to make serious power the stock 450cc injectors wont cut it, for 13 second passes 550's will do fine
Fuel computer, you will need a way to control the new injectors the Apex-i S-AFC is a good unit
Bigger Turbo, for 13 seconds go with a 16g or bigger if you want to go faster in the future
to handle additional power, youll need an upgraded clutch
to tune, you will need a boost gauge and A/F or EGT gauge
Also, a turbo timer will help prolong the life of your new turbo
I may have missed one or two things, but this should pretty much cover you, depending on how hard you look for parts and if you are willing to buy used, you can do all of this relatively cheaply

To make that much power on a FWD car, you will need a new intercooler. You will also need injectors and atleast an SAFC. Remember, the power it takes to make a FWD car run a 13 flat is the power needed to make an AWD run 12 flat.
