1500 RPM & no more

90 cherokee XJ I-6 4x4 vehicle will not go beyond 1500 rpm. seams like a rev limiter but can't find it anywhere. why 1500 rpm tho. btw took off exhaust just before cat. conv. and no change. still will not get past 1500 rpm. any help is appreciated

First place I'd check is the catalytic converter, it may be partially clogged. The restriction on exhaust flow would stop the engine from revving past a certain point. Try holding a hand over the exhaust (when cool) and have someone increase rpms....if the exhaust flow doesn't increase much, there you go....

I would look at the throttle position sensor since you already checked the converter
