where is the fuel filter located in my 1997 dakota? Is it inline, or in the tank?

It is in the tank. Pump and filter are one unit unfortunately.

You should have a filter sock in the tank on the suction side of the pump.
You also should have one in the fuel line. Stop at a parts store get a listing and look at it and purchase it. Then determine if you have tools to install the filter.
