My wife has a 96 Sebring convertible as well, had the same problem. The water swishing around drove her nuts. Her car was only flooding on the passenger side. When I looked under the car I noticed what I call a knife edge where two layers of metal come together, this was all mangled (from driving over curbs?) which I think prevented the water from draining so I just drilled a hole around 3/8" on the underside towards the rear tire. When we know it's going to rain we park her car in the driveway head first, (driveway is uphill) and you can see the water run out of the hole I drilled. I had to put her rear end up on ramps to get my drill under the car.

Here's a link to the problem with a 98 which I think is different than the 96.
