I have a 98 Intrigue GL w/ black paint. Needless to say, the paint looks quite bad now (scratched, dull, etc.) Big mistake going with a black paint job.
What are the best options for fixing this? Repainting the whole car? If so, what prices am I likely looking at?

Before I spend money to re-paint the car, I would go to a professional detailer to see what they could do first.

get out the carnauba wax and get to work buffing. Buff too much and the uv clear coat will come off. Armor-All the plastic running board and interior vinyl especially the dash.
Wax, wax, wax will cover up everything. Your car will look like a shiny 1-cent gunball.
I had a ton of tree tar spotted all over my car. I thought I would just buff it out and try tar remover. Wax actually worked better by drying up the tar spots which I would later use my fingernail and scratch-out. Use old T-shirts.
Tar is the worst. Carnauba wax is the best.
