Air Vents not changing

I have a 99 Cav 2.2
Sometime ago, my blower stopped working on the lowest setting, i know that usually means the blower needs a new resistor or relay, but it wasn't a big deal at the time since the other 3 levels worked fine.
In the last 6 months, my vacuum(?) control stopped working. (My air/vent/heat, always blows out of the floor vent and a little out of the main vents, no matter what is selected, with the only exception being full defrost or off.:banghead:
I can't find anything about this on the web or the shop manual I have.

Look to see if there is an vacuum line running to your firewall. After that look to make sure it is hooked to the engine. If it is look under your dash to see if you can find where it comes through and look to see if its hooked up to your selector on your climate control panel or to see if its pinched or cut.After you find it You can see if you get vacuum to it by unplugging it while its idling. if all that checks out than the vacuum routing switch is probably bad. That is if your car uses vacuum to control that stuff at all
