gauge light problem......electrical issue??

My gauge lights in the 1997 werent working. My overhead display would only work when the headlight were not on- if I turned them on, the display went out. I have a seperate fuse for them, so I checked that. It was fine. I checked all the other fuses, my illumination fuse was blown. So, I replaced that with a 10amp fuse like the fuse cover showed, and it blew again.
I then put a 20 amp fuse in there, and it works fine now- or, at least as good as it did before.
I have the turn wheel thing, that is supposed to adjust the brightness of the interior lights, right next to my headlight switch. I can move it up and down, and it does nothing, until it gets to the top (what is supposed to be the brightest interior light setting). You can feel two clicks when it gets to the top- at the first click, it turns the gauge lights on, at the second click, it turns the interior lights on.

Any ideas on what to do to solve this problem? Just a minor thing, but Id still like to get it taken care of.
Also, will I be okay with the 20amp fuse in the illumination fuse place until I can figure out why its blowing the standard 10amp fuses?
