Problems with Gear 1 & 2 - Need troubleshooting

Hi forum
I am a new owner of a 1987 used Cabriolet. When I shift into 1 and 2 it barely moves or not at all. It isn't until I somehow shift into 3 or 4 that it finally moves. My brother asked me if I had any transmission fluid in it, which I will check when I get home (on vacation now). I am not sure if this is solely crutch related or could it be my transmission? Any advice here will be truly appreciated.
