thermostat

My Rav4 needs the thermostat replaced so I went to kragens to buy the needed parts and just to make sure I wont miss anything important, I bought the Chilton manual for the vehicle. When I looked in the manual it said to position the jiggle valve up when installing it. What is this valve for? Because the thermostat I was given doesnt have this valve on it.
