Stuff on driver's side window

Just recently I have the really sticky stuff on my window and theres a big streak of it. Its coming from inside of the door. My windows are tinted. I tired using Plexus on it and hot water and it wont come off. I paid a few bucks to get them tinted now i got this problem.


Anyone knows what it is?
