On my Challenger I put down a gray primer, then Testors bright red. It looks
bad, so I got the Testors normal red. Can I just paint over the old bright red?
If not, is there a way to remove only the bright red?

More details. What kind of Testors, what kind of primer, and what doesn't look good about the paint?
The more info you can give in your question, the more useful the answers will be.

If you're doing enamel over enamel, and you had no problems with the orange red, no worries- go ahead and put the next color down. Testors Model Master Guards Red is a good, true red.
If you decide to strip, there isn't going to be a way to remove the orange/red without removing the primer underneith.
