2002 Mazda Tribute fog light change

How do you change the fog light bulbs on a 2002 Mazda Tribute.
It looks like I need to take the fender liner out, or at least several screws from the fender liner.. It seems like there must be an easier way to change a light bulb.. Does it come out the front somehow?
Any help would be appreciated.
