Fuse 53 (under hood) blows when I turn fan on.

Fuse 53 is for the HVAC blower and climate control system. High probability you have a bad blower motor resistor (BMR) or blower motor.
You can remove the blower motor and bench test it by applying 12 volts. If it spins it is OK and then the BMR is likely.
