Car won't completely turnover

I have a 99 Dodge Stratus. I just changed the head gasket because my oil and water was mixing. In the process, I was trying to take off my harmonic balancer. When I started the car it was fine, but I had put socket rench extension in between the balancer so it would not move while I was putting it back on. When I went to start the car I forgot to move it so when I started it the extension fell out but it cracked the cover where the timing belt is and it threw off the timing. I think the timing chain shipped. Now when I go to start the car it turns over but not all the way. The belt turns and I reset the timing several times in the appropriate place but it sounds like it won't catch to turn all the way on.and I have no clue what else can be wrong. It turns over but it won't start.

i'm unexperienced but when you start your car does your rpms keep going up and down if so your timing is still wrong but if not. i think u may have a cam shaft problem there could be chip in or etc.

but you may want a second opinion other then me from some of the other guys around here hope i was of help
