What type of refrigerant does this toyota use and if it needs the R-134 retrofit what is the best way to do that ?

The '91 uses R-22. You don't have to change over to R-134A. You can use the R-22 replacement refrigerant Freeze 12 ( http://autorefrigerants.com/co00030.htm ). It is sold at many autoparts stores.
