Odometer Rollback?

Looked at a used van over the weekend and found another dealer's sticker in the glove box. (Would you buy a used car from a dealer that dumb?) Same VIN, 16K more miles than the dashboard reads.

CARFAX only reports the factory delivery mileage to a rental company @ 6 miles. After that the car went to the former dealer, then the present one with no further mileage reports. Since it was a rental I suspect there might not be any Ford service records either.

Is it normal for dealer-to-dealer transactions not to show mileage? Isn't it a title change?

That is pretty strange. I thought that they reported mileage whenever the vehicle was serviced...I would stay away from that van there's no telling how many miles it really has.
