1999 Ranger Will NOt Idle When Cold

I have a 1999 Ranger, and when I try to start sometimes in the morning, it will not idle. I can get it to run with my foot on the gas, but it wont idle on its own till it warms up. It has been getting progressively worse lately.

Any ideas? I was thinking possibly the Idle Air Control Valve, but its like 60 bucks so I want to be sure.

I ended up changing out the Idle Air Control Valve and this fixed the problem. Thanks for the help.
