1998 lumina blower direction?

my 1998 lumina will not switch positions for the blower direction. I turn the dial to all locations and the heat always comes out at the floor and the windshield. I thought this was vacuum operated but not sure. Any help will be appreciated? I checked fuses and they are good.

There is a vacuum hose coming from the storage tank in the l/f fender behind the inner fender shield, could be cracked or disconnected.
