Double check to make sure that the spark plugs are torqued in all the way. I've heard stories of peoples spark plugs being a full turn out and the same thing happens. Also double check to make sure that the cap and rotor are in there properly and that the rotor is hitting where it is supposed to on the cap. Also double check to make sure that the spark plug wires are in all the way. Though I doubt that you have all 4 not in all the way it is worth a shot if the spark plugs, cap and rotor are all fine. And just curious, but are you getting a CEL or any trouble codes?? If you are, read it and that might help you with the source of your problem.

battery voltage reads? all power terminals are tight? otherwise, id say swap out coil and ignitor(icm) for known working one.
96-00 civic and 94-01 teg coils are exactly the same. obd1 civic icms are the same. 94-95 teg icms are the same. 96-01 teg ignitors are the same. different obd1 and obd2 civic and teg ignitors are interchangable and the same assuming you swap out the different icm mountings.
