Cooling fan Situation

My 94' HB dx started to overheat the last few days. I decide to see what the problem was. First I opened the hood and see if the radiator cooling fan turned on when my car was at operation temp. The cooling fan did not turn out. I unplug the cooling fan harness and jumped it to my battery. The cooling fan worked. So either it had to be a relay or fan switch prob. Next i switched the cooling fan relay with another relay (The rear defrost relay) I ran the civic and yet the fan still would not turn on. From there i assumed it was the cooling fan switch. I bought and installed a new one and yet the fan still won't turn over. Do you guys think it could be my thermostat that is faulty? when the civic is at operation temp the upper hose gets hot but the lower gets half as hot. any ideas?
