I know on a 89 the filter is on the frame rail. It on the drivers side almost under the drivers door. There is a metal shield that protects it. It can be hard to see.

I had the same problem 2 months ago!
I checked fuel pressure ect... then figuring it is either fuel or spark. I replaced the spark plug wires one at a time (lifetime wires b.s.) and the #4 wire was bad, then I test run and everything was cool, then of couse I replaced all wires. So far so good

One fuel pump is in the tank and primes the fuel pump in front of the tank. They have a cover over the filter with two screws holding it in. Next to the outside pump.
Ford has a problem with the module heating up. Auto zone and advanced will check them free. Take a hair dryer with you and warm it up before checking as the problem occurs when hot.
A bad thermostat not allowing the engine to reach operating temperature causes problems with poor fuel economy. You should run around 192 degrees or slightly above.
A bad temperature sensor can cause problems they used to run around 4 ohms at 80 deg. and around 40 ohms when hot.
