Front Axle Problems 1990 Tracker

I have recently purchased a 1990 2dr tracker with manual locking hubs. 4by won't engage though. The transfer case and rest of the drivetrain seem fine when I shift into 4 high or low, but the front axle doesn't seem to lock when I lock the hubs, also the wheels spin freely of each other. Has anyone encountered this problem before or know the likely cause?

if the front axle spins under power and the wheel doesnt
you have one of the following hub problems.
1. busted. need a kit.
2. dirty and wont lock, clean and lube.

it is a standard maintenance item .
like plugs wire, oil, etc.
