lowest climate control settings don't work

My AC and Heat work perfect on the top two settings, but the bottom two don't work at all. Is it a fuse that needs to be replaced?

you dont fix it, you just replace it

ive never done it in a cavalier but in a 99 cougar it is a complete bitch to get to, it was buried deep within the dash
