Idle constantly changing

94 3cyl. 5spd. My idle keeps going up and down. It will idle slow for about 10 seconds, then idle fast for about 10 seconds, back and forth, for as long as I leave it running. The solenoid on the throttle lever is doing it, but I dont know why. If I pull the plug off the solenoid it will idle steady. What's up with this? :screwy:
