Fuses blow because too much power is being drawn through the circut. Without the fuse if a circut shorted out it could potentially start a fire. So basically your fuses are blowing because there is excessive draw on the circut for the tail lights, probably a short which can be rather difficult to find, but at least you know sorta where it is.

The dash lights are controled by turning the headlight switch right?
It is probably time for a new headlight switch...

You might want to clean the grounds(negative) on the engine.
Look for any dammaged wires around the engine compartment(melted, cut, etc...)
You might also want to check behind the fuse box and see if there is something melted there that is shorting everything out...

BTW: Just one thing to consider: the most common causes of electrical shorts are aftermarket alarms, keyless entry systems, and sound systems.
If you have one or more of these, a good place to start might be disconnecting it to see if the problem goes away...process of elimination...

k sweet (by the way its the same guy i jus changed the name).....um ya how do you change the light turning on deal seems to me like it doesnt come out very easy....and yeah my stereo has jus gone to sh!t (like the amp is smokin' and whatnot...i gess it may be sumthin about the ground) so you say i should just disconnect it?

Yes. You can use the process of elimination to find a short. Just dissconnect power to individual systems(like the stereo) and see if the short stops happening.
Some times it helps to just take the thing out of the car(just to be shure) Id recommend doing this to test things such as the stereo, alarm, amp, things like that...

No it doesnt...
To take it out, you need to remove the cluster, and to do that, you need to drop the column, unscrew the retaining screws, then inch it foreward and reach behind the cluster and dissconnect the speedo cable, then it just pulls out.
To take out the light switch, remove the black nob, then pust the small metalick button sticking out of the side of the switch and pull the metal bar out...then carefully unscrew the black plastic thing holding the switch to the dash(be careful not to tweak it or put too much strain on it, it will break easily, it probably wont break while taking the old switch out, but be careful while putting the new one in) and pull the switch out through the hole where the cluster was.
