Seems like you need to cut/replace the cats.

well two people here say its the cats and the two people i talked to at work say its the o2 sensors. if i change to o2 sensors if my cats are garbage will it ruin the sensors? the sensors are like 50 bucks a pop and i need 4. but new cats is like $500 with labor for the high flow magnaflow ones.

Cats are covered under Federal Warranty - 8yrs or 80k miles.
See http://www.epa.gov/otaq/consumer/warr95fs.txt
The dealership *has to* replace the cats at no charge under this.
I had a Dodge dealership do so when my 96 Ram was out of mfg warranty.
This info should be in the owner's manual somewhere.
I didn't have to prove emissions inspection failure when I had mine replaced. I simply told the svc mgr that I'd taken it to a muffler shop (I had a rattle coming from mine) when I had a catback put on and they said the cat was bad. Heck, they were the ones that told me about the federal warranty.
Get the cat replaced (hey, its free) and if the smell doesn't go away, look @ the sensors then.

If you are smelling rotten eggs, then you cat's have gone bad, but the O2 sensors could be the cause of the cat's going bad. You should probably replace them both at the same time. I may be worth your time to replace them with some good high flow cats. Don't buy the cheap one's or you will be buying them again in about a year.

the problem with that is i had the cats cut off and rewelded up higher for more clearence because of how low i am. that might cause a problem with the free replacement. although its always free to ask. i can pick up the y-pipe with cats and o2 sensors off a 2004 thats being parted out for 100 bucks i think im going to do that because thats get through the year at least. and im really sort on cash right now, just bought a house!

How low did your shit hang? They shouldn't be hanging below the frame to begin with. When I had my 17's it made me sit really low. But the only thing I still ever scraped was the frame or front plastic plate.
