Car won't start but no pgm error codes

So engine turns over--new alternator--new battery--new coil--new rotor--new distributor cap--new plugs, but car won't start. There don't seem to be any flashing icu codes and the engine check light always comes on and then goes out as usual, as if everything is OK.
I checked the Chilton's book and did the igniter unit diagnosis. 2 tests passed for voltage getting to the unit. The 2 continuity tests failed. One test is for white wire to unit that goes to the pgm. With battery connected and ignition on and the white wire disconnected from the igniter, there should be continuity between the wire end and ground, but there is none. Also should be continuity between the blue wire which goes to the tachometer and ground as well. I don't know, maybe i did the continuity test wrong--i'm new to DVOMs, digital volt meters.
I am about to replace the igniter unit, but i fear the problem is in a faulty ICU :uhoh: . What do you think?

I just checked the pgm led. It flashes once when i turn on the ignition switch and then again flashes once when I turn off the ignition. Is that a normal activity or not. Car still doesn't start, but it does turn over.

Go replace the ignitor. Should fix the problem.

Before you buy the ignitor (which is a good idea) check your fireing order just in case.

testing the ignitor or the coil does not necessarily mean its good or bad with a multimeter, because, ive gotten different results that prove the opposite before. also, describing the actual chassis and engine in your car will help differentiate the meaning of the colors on your wire description.

do you have spark................you actually checked? cam timing? thermostat housing ground tight and clean? all battery and starter grounds tight and clean?
