My buddies radio went dead and I read about the IOD fuse trick, we can not find this fuse we read all the fuses under the fuse box cap and no IOD could it be under another name. Also it is in the engine bay fuse box ,correct?

I also checked his code and he has a 422 and a 455 something to do with EVAP.I changed the cap , cleaned nozzle area chcked hoses, I see at the black box under the car where the hoses from the tank area lead(I am assuming evap cannister) there is a what looks like a purge valve or check valve that is roundish and black, on the bottom it looks like a hose should be connected to about a 1/2 inch fitting and is missing is this suppose to be like this.thanks.
He has a 2001 caravan

The IOD is under the hood in the fuse center , usually near the top of the center as you look at it , look at the cover should be labeled there...
