1990 Driver Door Panel Removal - Help?

Trying to remove the panel and having difficulty. This model has the driver's seatbelt mounted in the door, and has manual mirror adjust, power door lock, and crank windows. Having trouble with the top seat belt removal. Need to get at the inside door handle as it is not working.

Any help or tips appreciated.
