Did you loosen the sleeve that holds the tie rod ends on? If there is no sleeve then loosen the jam nut and hold the rod with a pipe wrench while you turn the tie rod end. If memory serves these may be left handed threads but I am not totally certain. Haven't changed tie rods in a while.

We held the rod with a wrench and cranked BOTH ways on it and the rod only spun through the wrench...after using a vice grips that were TIGHT...and i mean tight..

the tie rod should hav a place for a wrench to hold it, then turn the Nut to loosen.
the nut and tie rod are two seperate pieces.
Should paint or mark the threads so when you put the new tie rod on you'll just tughten it to the same place as before. May need an alignment if you change both.
Also try some penitrating fluid on the threads, at least clean it behind the nut.
Good Luck
