adjust headlights

I had an accident a while ago. I already replaced the parts that needed to be replaced. however, my headlights are pointed in teh wrong direction... When i try to adjust them using the little sticks that come up, nothing happens. In fact, i cant even turn the adjustment sticks... I could, however, take the headlight out, and use an allen wrench in the end of the ball connecting the back of the headlight to the car. Is this normal? (Btw, all four locations are like this)

I don't think those sticks are for adjusting the headlights. I think they are for removing the headlight assembly. Read your Chilton and if you don't have one - you need one.
