Bizarre D16 problem/engine numbers

I was helping a friend put together his D16A6 the other day and it seems that everytime he tries to order an oil pickup ("oil strainer") from a dealership, it is the wrong part. He has tried ordering it several times from different dealerships (including majestic) and the part they send simply does not fit. The tube itself mounts to the oil passage but the two tabs that are on the end to stabilize it do not correspond to the studs on the girdle. either the unit is too long or the tabs are in the wrong place. Does anyone know what models game with a different oil pickup? Is it a JDM motor? If anyone knows how to break down engine number designations (the serial number on the block), it would help a great deal. This is what it says on the block next to D16A6:
