Smashed Steering Column

I had my 1990 C1500 stolen. They got in through the back sliding window, and smashed the top of my steering column. They used a screwdriver to pull back on the 'slider' (left side - ignition switch?) for the ignition to get the truck running.
I now have the truck back. When I put the key in the ignition it only locks the steering wheel, but doesn't start the truck. The only key that works is a common screwdriver! I have heard mention of a "Theft Repair Kit" for these vehicles (I guess many have been stolen the same way), but my dealer has never heard of it. This truck has tilt steering and pulse wipers which means factory replacement parts are expensive.
Any one heard of the "theft repair kit"? Do you know if it is available from GM? Is this going to be a difficult repair?
