'97 Civic DX

Hi, the speedometer on my car hasn't worked in a while. All the wiring are still good....new sparkplugs, fuses are all checked and good. I still can't seem to find the problem and the engine light won't go away because of this. Does anyone know how to fix this problem? Also, the fuses keep on popping out.
