windshield wiper probs

I have a 93 prelude Was driving to work this morning pooring down rain had the wipers going then they just stopped. Had to pull over and wait hours for the rain to let up. messed with the wipers a little. By turning them on and off and so on didn't mess with any fuses yet but one thing I noticed when I turn the wipers on I can feel a pulsation in them when I touch them. When I turn them of that pulsation is no longer there. Any idea what the problem could be and will it be expensive to repair. Or can I do it myself easily.
