Headlights clearcoat peeling

My headlights on my accord are peeling. I'm guessing it was probably from when someone had too high of wattage going through the bulb. How do I fix the clearcoat that is peeling? Some type of buffing or store product?

What part is peeling? The chrome from the frame inside? I've never seen that actually peel before. Bubble a little yes, but no peeling.

It's not the chrome part. It is on the outside of the lens. I have seen other cars with bubbles on their lens, but this is more of a peeling/flaking of the clearcoat on the lens.
