Auto Transmission Fluid level

I just changed the automatic transmission fluid and filter on my 95 Geo Metro 1.3.
I measured about 2 quarts that came out, I then refilled with about the same about.
When I check the fluid with car idling hot, the dipstick show very little fluid below the
cold notches. I check the fluid with engine cold and not running, the fluid is in between the cold notches.
Does this mean while the engine is running hot I should add fluid to bring the fluid up to between the hot notches on the dipstick.
The repair manual states that when changing fluid and filter 1.6 quarts will be needed.

I would check again. The fluid expands when hot so the hot reading level should be higher than the cold level. The cold reading is not accurate anyway - it is just to get you started if you have drained the transmission - a reading must be taken when hot and the engine running to be accurate. Also before taking a rading make sure to keep the engine running and move the gears through all the ranges stopping for about 2 secs in each range. This will make sure all the valve body passages have been primed.
