Keyless Remote - Alarm Problem

I have a 93 740iL that was towed without the owner’s cooperation before I purchased it,
and would like to get the factory equipped remote alarm and keyless lock operating.
I have tried three used key fobs obtained from separate sources, which appear to be fine (LED’s are lighting after pressing the buttons).
After programming the chips of these fobs in the alarm unit per the instructions, there is no action when using any of the remotes. The alarm LED does blink twice upon programming, but it blinks twice any time the reset button is pressed (with or without a chip inserted). I have tried programming with and without the key on etc.
I wonder if something was disconnected when the car was towed (to disconnect the alarm system)? All the wires and connectors under the driver kick panel appear connected OK.
Incidentally, no interior lights go on when opening the doors, independent of the interior light switch position. All interior lights do operate when the interior light switch is in the correct position to turn them on.
The central locking does operate fine when locking with the key in either front door, including closing windows and the sunroof if they are open. All fuses are OK.
