Year? Airbags? CapsLock stuck?
I just replaced the whole column on mine (lock cylander was busted too though). It really isn't too hard of a job to do as long as you have a steering wheel puller, but I assume it would differ depending on the year.
There may be a way to remove the wheel and get to the actual tilt mechanism to remove it and replace and/or repair it, but it may prove to be simpler to get a "new" one from a junkyard.
