We'll probably never see them for the 4th gens... Seems like 92+ gets all the good shit. But, you never know.

what do they do?

They look cool... That's their function.

All they are is projector headlights with LED lighted rings around the projectors...

They are like BMW 5-series lights where the turn signals are halos around the headlights. Pretty sweet.

I was just thinking that something awesome would be angel-eye tails! That'd rawk!
