2000 Civic bumper removal

Hope somebody can point me right here. I'm trying to put on a front plate but the brackets inside the bumper have to be replaced, meaning the bumper has to come off. I can't figure out how to do it. Anybody got any hints? Or am I just missing something really obvious?

2x 10mm bolts.
