Fuel rail recall

I have a 1995 aurora and was getting the fuel rail recall notice in the mail about every three months. I took the car in and they inspected it and said it did not need it. 8 months later I took the car in for an alignment 9 GM Dealer)and they said there was a fuel rail recall and they could do that for me. They opened the hood and looked and said it needed it. i knew it had the plastic fuel rail stuff on it and was prone to leaks. They said they would order the parts and call me for an appointment when they came in, I decided to do the alignment when they came in. Took the car in and when I went to pick it up they said it did not need the fuel rail stuff. 3000 miles later and the fuel rail is spraying gas all over the engine. I called the dealer to advise and they said it had been to many miles and they were not going to do it.
Does anyone have the actual campaign that will tell me what the perameters are on this recall. The way I see it, your car has to be leaking fuel before they will fix it and if it is not when they inspect it you are out of luck when it does start leaking. I think they want the car to start on fire and burn up all the evidence. i talked to thier menager and they finally said they would do it but he took me out side and said because they are going to such lenghts to take care of this for me that when I recieve the GM satifaction survey they expect it to all be checked "Greatly Satisfied". I felt like I was dealing with the mafia. will see what kind of job they do on the fuel rail and I will check the boxes accordingly.
I found it funny that the first time they looked at it all the guy did was shine his light under the plastic engine cover to see if it had plastic (nylon) fuel rail parts and then say they would order the parts. Also, on my paper work they said it was to be inspected only. well then why did they right after that it did not need the recall and why now are the parts still sitting on thier shelf with my name on it?
Now for the wheel alignment (same appointment) when I drove the car away I could not keep it on the road. I went back and asked if they test drove it and the guy said "several times". I asked if he would like to go for a ride and wanted to know why. i told him it doesn't stay on the road. he got the tech who said I had excessive play in my rack and pinion and he couldn't keep it aligned. So why did the guy tell me it drove straight as an arrow when I picked it up and charge me $113 when the written quote was $91.
He said the extra cost was because they had to spen more time on it. How does this all sound to you? Would you like to take you car here for service?

I would like to see the actual wording and stipulations of the recall and how it is covered. They don't fix child safety seats on recalls after the child gets killed in it do they?
Thanks for listening and appriciate any suggestions.

Recall says that they are to look at the printing on the nylon line and if legible
and of a certain type, its OK.They did the replacement as a good will, because it most likely had the "good" nylon line.
Glad it didnt start a fire.
I just had one 95 done and have another to get to dealer when its ready to drive. My 96 was done within a couple weeks of first notice.
This is not to be taken lightly.

Here is the recall campaing numbers GM#04014 or GM#04014(b) NHTSA #04V110000. I filed a complaint with the NHTSA & GM months ago pertaining to my '95. I had it checked at a local dealer when I first received the recall. They said it was fine and didn't need changed. 3 months later I was out of town (with a 2 year old in the car) and it started spraying fuel, the fumes were over powering. I had to pay for the repair and can't get it reimbursed. Actually all that mechanic did was "patch" the line. It still needs to be replaced but GM won't make good on their recall, they say that since I had it checked once and it was fine something else must have caused the line it to start spewing fuel.
Furthermore, according to what I was told by the rep. I talked to at the NHTSA and the way that I read the actual recall, at least the 1995's fuel rail are to be replaced and not just checked.
I have yet to receive anything for my repair, authorization for the repair to be done correctly or any correspondence from my complaint.
