Baked-on Brake Dust

Can anyone tell me out to get "baked-on" brake dust off my '99 Passat?
This stuff is hard as a rock and it won't seem to come off.

I've tried a brake dust cleaner, paint cleaner and a clay bar (which works okay but takes entirely too long).

Any help would be greatly appreciated!!
