my camaro wont start the second time!!

my 1989 iroc z28 5.7,will start up ok sometimes.But now it wont start unless i spray carb cleaner in the throtle. or i have to wait about 20 minutes to start it up!!.i did the tune-up----cap and rotor,plugs,wires,fulepump,fule filter,fule pressure regulator.I think maybe the computor is not fireing the injectors on the second crank. PLEASE HELP IM OUT OF IDEAS.THANKS:banghead:
