I agree probrably resistor block. I just changed mine a few months back on my 2000 Tahoe.
Its underneath the passenger kickpanel. They updates with a new style well old technolgy to me. The original was a printed ckt board type for resisitors. The replacment was the old style wire resistors.
Somewaht a pita to get the screws but not to bad.
For me it was a dealer item only.

I had the same problem...until it finally went completely out (no slow med. or high). I replaced the resistor and the relay and it still doesn't work. Any ideas??? could it be the switch???

My tahoe did the exact same thing, I have a 96 tahoe, the air stopped blowing on low and medium, went straight to high, I just bought a whole new ac unit/switches, off of ebay, from partsladi and it works fine and dandy now =)
