Honda 71-87 civic/crx pgmII flooding problem

My '86 crx is flooding the cylinders with fuel. I replaced the regulater on the injector rail and have the same problem. any ideas?

You probably have an injector that is stuck open. Remove the wiring connectors from your injectors one at a time while the car is running. There should be a small change in idle as you remove each connector. If there is a big change, that's your faulty injector.

You could also have a bad ECU or injector resistor (the silver twinkie on the drivers side strut tower).
