Can you remove windage tray next to oil pan?

I need to replace the oilpan gasket on my sisters car. When i was looking at the underside of the frame i noticed that the windage tray is in the way of dropping the oil pan staight down. The windage tray is welded on the side to the subframe. Would it be okay to cut out part of the windage tray and then reweld or bolt it back in place? or are there unforseen problems with doing that?
The car is a 95 Buick Regal with the 3800 engine in it. i also noticed a waxy like substance on the subframe. is that GM's way of protecting there new frames?

I can't say if its "ok" to cut it or not. But I cut about half of it off when I had the timing cover off. No problems since.
