00 Jetta - Wiper Adjustment????

My mom just got a 00 Jetta.

She asked me if I knew anything about adjusting the wipers. She said that the wipers do not go all the way down when you turn them off and when you turn them on they go down first then up.

I have not seen the car yet. I was just wondering if anyone else has any insight into this.
