The taillights and the dashboard lights are out.
I thought it was a fuse because they are on the same circuit. But it wasn't.
Is there a relay that I am missing? Thanks for the help.

I'll post my own answer for the good of the order:
The problem was in the switch in the steering column. There is a spring inside the switch that tends to lose spring. This makes the switch "sloppy" and sometimes it will break the circuit (which is why all of the lights in this circuit were out while the fuse was intact).
As I thought, there is no relay in this particular circuit.
A new switch is priced out at US$125 at Autozone or I can just fiddle with the switch when the dashlight fails to come on... I could probably take the switch apart and replace the spring, but hey, I'm lazy! Good luck.
