99 Intrepid fans won't come on

I have a 99 Intrepid. My daughter drove it yesterday and she said the temperature gauge went way up to hot. She pulled it over and parked it. I checked it today and it got hot again. The engine fans are not coming on. What would cause this??

Blown Fuse, Bad Relays (Both are in the Power Distribution Box under the hood) Bad ground connection to the Fans, or Bad Fan Motors.
